Which provider do you choose? Where is the data center located? What does the contract say? Understandable. But anyone who truly wants a grip on their data and full control often misses an essential step. Because before the cloud comes the infrastructure that cloud runs on. And it&#8217;s exactly that layer that is rarely examined critically.<\/strong><\/p>\n<p>Anyone asking: what is a sovereign cloud, or what does sovereign cloud mean, quickly arrives at data, legislation and control. A sovereign cloud is a cloud environment in which data stays within clear legal, technical and geographical boundaries. For Dutch organizations, that increasingly means: data within the Netherlands, under Dutch and European jurisdiction, and less dependence on non-European parties.<\/p>\n<p>&nbsp;<\/p>\n<h2>Jurisdiction as the foundation<\/h2>\n<p>A common assumption: a data center in Europe automatically means European protection. Legislation such as the U.S. CLOUD Act shows that a provider&#8217;s legal context extends beyond the physical location of servers. Even when data is stored in European data centers, non-European providers may still be subject to legislation from outside the EU. Location alone is therefore not enough. Ownership, control, and the provider&#8217;s jurisdiction determine the extent to which data is truly protected. Contractual guarantees offer a degree of assurance, but they do not replace the certainty that comes from the jurisdiction under which a party actually operates.<\/p>\n<p>This is not a theoretical risk. It is a legal reality that a growing number of organizations in sectors such as finance, healthcare and government are taking seriously. And rightly so. So the question is not just: where is my data? The question is: who can access it, and under which legal system?<\/p>\n<p>NorthC operates entirely under European jurisdiction, with data centers in the Netherlands, Germany and Switzerland. That means the rules that apply to your data also apply to us. Regardless of which country your infrastructure is located in. The GDPR, NIS2 and the Data Act are not just frameworks we comply with \u2014 they are the frameworks we were built under.<\/p>\n<p>For organizations that value digital autonomy, a sovereign cloud solution is therefore more than a technical choice. It is a strategic choice for more control, less dependency and better insight into risk.<\/p>\n<p>&nbsp;<\/p>\n<h2>T-Systems demonstrates how it puts sovereignty into practice<\/h2>\n<p>T-Systems, Deutsche Telekom&#8217;s IT service provider, shows what sovereignty looks like in practice. Through T Cloud, its European cloud platform, the company has for years been building an alternative that enables organizations to run critical workloads under European jurisdiction, without compromising on maturity or scale. In the Netherlands, NorthC forms the physical infrastructure layer on which T Cloud runs.<\/p>\n<p>T-Systems applies an explicit three-layer structure. Ten percent of workloads run on its own infrastructure \u2014 the most critical and data-sensitive systems for which no external solution suffices. Sixty percent runs with the major hyperscalers: AWS, Azure and Google Cloud, where functionality, integrations and scalability outweigh sovereignty considerations. And thirty percent runs on T Cloud, T-Systems&#8217; European cloud platform that has existed since 2016 and now serves more than 4,000 customers.<\/p>\n<p>That thirty percent is not a residual category. These are the workloads for which sovereignty is non-negotiable: systems that require European jurisdiction, where data must stay within the EU, and where contractual promises from American providers don&#8217;t go far enough. For those sovereign workloads in the Netherlands, T-Systems chooses NorthC&#8217;s infrastructure. Not as a recent addition, but as a partnership that has held up for years. A choice made on the basis of the redundancy, operational maturity and legal clarity that a sovereign cloud environment requires.<\/p>\n<p>And that is exactly the point. T-Systems doesn&#8217;t build its sovereign cloud on a hyperscaler. They build it on an independent, European infrastructure layer. And in the Netherlands, that layer is NorthC.<\/p>\n<p>&nbsp;<\/p>\n<h2>The infrastructure layer as a strategic choice<\/h2>\n<p>NorthC is not a cloud provider. We are the physical foundation on which sovereign cloud is built: under Dutch and European jurisdiction, within the Netherlands, and independent of American parent companies. Our data centers offer the transparency and control needed to meet the requirements of NIS2, the Data Act and internal compliance frameworks.<\/p>\n<p>A sovereign Dutch cloud, or sovereign cloud in the Netherlands, therefore doesn&#8217;t start with just the cloud application or the platform. It starts with the physical cloud infrastructure beneath it. Only when that layer is right too can an organization speak of a truly sovereign cloud.<\/p>\n<p>Not every workload needs to run on sovereign infrastructure. T-Systems runs a significant share of its workloads on the major hyperscalers, and that is a deliberate choice, not a problem. The strength lies in the distinction: knowing which workloads do require protection, and then ensuring that the infrastructure layer beneath those workloads actually delivers that protection.<\/p>\n<p>For organizations that work with sensitive data, or work for clients who do, the choice of infrastructure is not a commodity decision. It is a risk decision. And risk decisions call for a partner that is demonstrably built for it.<\/p>\n<p>A sovereign cloud gives organizations the ability to use modern cloud technology, private cloud solutions and open standards, without giving up control over data, infrastructure and legal dependencies. That is why organizations are increasingly looking at sovereign cloud solutions that fit their compliance requirements, their data strategy and their need for digital sovereignty.<\/p>\n<p>&nbsp;<\/p>\n<h2>Conclusion<\/h2>\n<p>Sovereignty is only real when the entire chain is right: from the legal jurisdiction of your cloud provider to the physical location and ownership structure of the infrastructure beneath it. Those who look only at the cloud see half the picture.
